How you will learn:

This programme is designed for aspiring or current learning material developers, instructional designers, and facilitators who want to gain practical, accredited experience in designing and developing outcomes-based learning programmes. It combines expert-led guidance with blended learning to help you create engaging, effective training materials that meet the needs of diverse learners in workplace, academic, or training environments.

💡 Learning Approach:

Blended learning with expert-led sessions and structured development of real-world learning programmes


📚 Notional Hours:

400 notional hours including content planning, programme design, writing, and evaluation


🕒 Contact Time:

10 hours of online sessions over 5 days, with 85 days allocated for guided portfolio and materials development


📝 Assessment Duration:

80 hours for assessment activities, including a fully developed outcomes-based learning programme and submission of a complete Portfolio of Evidence (PoE)


📄 Certification Outcome:

Receive a Statement of Results issued by the ETD Quality Assurance Partner (QAP)

Develop core skills in writing, communication, data gathering, and instructional analysis to support the design process.


🧩 Module 3: The Designing Process of Outcomes-Based Learning
Learn how to draft learning outcomes, structure learning pathways, and create design briefs aligned with NQF standards.


📑 Module 4: Development of Learning Programmes
Turn learning designs into fully developed training programmes with structured content, aligned activities, and learner support materials.


🧠 Module 5: Design Outcomes-Based Assessments
Create effective assessment tools and guides that align with programme outcomes and ensure valid, reliable evaluation.


📈 Module 6: Training Programme Evaluation
Pilot, review, and refine your learning materials based on feedback and performance indicators to ensure continuous improvement.

Entry Requirements

To enroll in this qualification, you should:

✔️ You have a working knowledge of outcomes-based education and training
✔️ You are competent in general analysis and instructional design techniques
✔️ You can develop learning materials based on a given learning design or specification
✔️ You are able to communicate in writing at NQF Level 4
✔️ You can apply basic data gathering methods to inform your design process

What to Expect from the Assessment Process:

Your journey to certification includes the following assessment steps:

✔️ Formative Assessments:
You’ll complete a series of practical design tasks, written submissions, and reflections aligned to each module, demonstrating your progress throughout the programme.

✔️ Final Integrated Summative Assessment (FISA):
After training, you will compile and submit a fully developed learning programme of your choice, aligned with outcomes-based principles, as part of your final assessment.

✔️ Portfolio of Evidence (PoE):
You’ll submit your PoE within three months of completing the training. This includes needs analyses, design briefs, learning materials, assessments, and a facilitator guide.

✔️ Submission Format:
All assignments must reflect a complete, outcomes-based programme and may include written content, structured templates, and evaluation tools.

✔️ Certification:
Upon successful completion of the FISA, you will receive a Statement of Results issued by the ETD Quality Assurance Partner (QAP).

Janelle Gravett

Education, training & development practitioner

Janelle has been involved in the skills development area in industry sectors such as hospitality, travel, mining, manufacturing, business process outsourcing and services (BPS & O) and education and skills development.

She has a wealth of experience in learning and development methodologies and is an expert in the skills development legislation. ​ She is an Assessor, Moderator and Skills development Facilitator and works with a number of different SETAs.​

She has been part of the QCTO occupational qualification development team for SDF Administrator and Practitioner and part of the development team for the Contact Centre manager Occupational qualification. Currently Janelle is part of the CEP team for the development of the Occ Qualification for Sales and Marketing. ​
